[xliff-tools] Commented entries

Hi,

Many PO files include unused entries in this way:


#~ msgid "Restart samba server"
#~ msgstr "Reiniciar el servidor samba"

#~ msgid "Valid Users:"
#~ msgstr "Usuarios válidos:"

Those entries correspond to string that are not present in the program
anymore. They should be stored in the skeleton and restored in the
translated PO file.

This item is not mentioned in the PO Representation guide, but I
included support for this in the Java implementation.
