[xliff-tools] PO Representation Guide

Hi,

We are now 20 days late according to the original schedule posted in the
wiki and we should not delay submission to the XLIFF TC for review, as
their approval may take a long time and the final date for publishing is
June 21.

IMHO, the Guide is ready for submission to the XLIFF Technical Committee
for approval/review. Does anyone have objections to current text or
change proposals?
