I'm working with Paul Gampe from the XLIFF TC on formalising the proposal - 
meaning restructuring the content using a OASIS document template, following 
a similar structure to the HTML repr. guide. He will then take it to the TC 
for review. I'll try my best to complete it by next week (and send you a 
copy).

I have some parts which I'm not fully happy with yet:
2.4.1.5 c-format flag: We shouldn't enforce abstraction of parameters, as many 
tools don't allow editing of <ph> elements - something that's necessary for 
c-parameters. But we should add a more detailed discussion about the problem.

2.4.3 Plurals: Needs more detailed discussion
