[xliff-tools] convert php file into xliff

Hi Everyone,

I am new to xliff and i have been trying to find a tool that can help me in
converting the php files into xliff. I know one way is to convert the php
files into po file and than convert the po file into xliff. But i am trying
to avoid the use of po file. Can anyone of you please help me.
