[xliff-tools] convert php file into xliff

The Translate Toolkit has a simple converter for php -> PO (and back).
This tool is written in a way that makes changing this converter to
rather convert to XLIFF a small programming task, as far as I can see.
Do you want to try it out and help with the testing?
