Xorg 1.8.x branch policy?

Keith? Peter?  I haven't seen a response to Alan's question, and I'm  
curious too... Is master to be 1.8.1, or is it to be 1.9?  What is the  
1.8 branch-point?  Are we delaying branching from master until 1.8.1?
