[PATCH] New locale si_LK

Hi there,

The attached patch adds si_LK (Sinhala language, Sri Lanka) to the
locales list.  Please apply.  It is also in Bugzilla:

    http://freedesktop.org/bugzilla/show_bug.cgi?id=1544

Presently, we include this patch with the Sinhala GNU/Linux
distribution at http://sinhala.linux.lk.

    http://cvs.linux.lk/cgi-bin/cvsweb/sinhala/locale/
