How to submit a patch?

Hi all,

What's the procedure of getting a patch into the xorg tree?  I have
submitted a patch to bugzilla, and mentioned about it couple of times
here, but it's still in the `NEW' state.

This is not for a bugfix, but adding a new language to the list of locales.
