O.k. First off your TVout interface doesn't support 1024x768, only
800x600 and 640x480. So I'm not sure why you think it's starting with
1024x768. As for the rolling picture, have you checked the BIOS to
see if it's supporting NTSC or PAL or some other format and that your
TV supports that ?

We can't help with the IEGD driver as that's Intel proprietary.
