libXfixes versioning is screwed

For some reason the libXfixes package version number is tracking the protocol 
number.  This is slightly wrong, because the Fixes protocol has no 
major/minor distinction, just a major.

So I'm probably going to release libXfixes 4.0 anyway, but it'll install a 
binary with an soversion of 3.1, since it's just API additions relative to 
3.0.  Several other libs do this already, including libX11, so this isn't 
really news, but I wanted to give a heads up.
