VC-1 is Windows Media 9 submitted to a standards organization (SMPTE?)
for next-generation DVDs. There was a reference decoder published some
time ago and DVD Jon integrated support for it into VideoLAN. IIRC there
were also integration patches for ffmpeg floating around. I used it at
one point, but as it's a reference decoder it is not optimized (read:
slow) but it does work.

So, yes, it's kind of an open standard, depending on what you mean by
'open standard'.
