Why window without title doesn't have a Close button on its title bar?

I don't know, but I kinda like it. This is mostly windows that are yes
no, or something that you need to answer, and an X or resizing,
minimizing and stuff makes no sense.

However, you can't move it by clicking the titlebar either, that's a
problem.
