[ANNOUNCE] fixesproto-4.0 and compositeproto-0.3

Includes Deron's recent commits for ShowCursor/HideCursor in fixes and the
Composite output window.

I've also updated the server module to depend on these revisions at configure
time (otherwise they'd break at compile time).
When making changes to components in the future, please feel free and
encouraged to update the release tarballs when you bump the package revision
number in configure.ac. The process for doing so is:
- Make all relevant changes, test locally as usual
- 'make distcheck' to generate the releasable tarballs
- 'cvs tag' the module with the appropriate release tag
- scp the tarballs from distchecking to
gabe.fd.o:/srv/xorg.freedesktop.org/releases/individual/${component}, where
component is one of (app doc data driver lib proto util xserver).
- Send [ANNOUNCE] message to xorg@, including the new version numbers for the
package in the Subject: line, the CVS tag, and the URLs to the downloadable
tarballs.
- Recursively update any package downstream from what you released if it now
requires the updated version. If you're introducing a requirement of at
least a particular version of the module, change its appearance in the
PKG_CHECK_MODULES list from 'compositeproto' to '[compositeproto >= 0.3]'.
This step doesn't necessarily require a new release of the affected component
(probably does for libXfixes, but probably doesn't for xserver).
