making new tarballs (was: [ANNOUNCE] fixesproto-4.0 and compositeproto-0.3)

Is there a preferred set of autotools versions to use when generating
official release tarballs?   Or is it not a problem if some tarballs
use autoconf 2.57 and others 2.59?
