This could probably be fixed in xf86-video-intel by preferring visuals
with stencil.

Yes, GLX in xserver 1.1 didn't support GL_ARB_{fragment,vertex}_program
yet.

If you mean https://bugs.freedesktop.org/show_bug.cgi?id=8991 , that
only affects xserver HEAD and possibly the 1.2 branch, but not 1.1.
