RFC: Video decode acceleration API

This is geared toward fixed function video decode pipelines, which is
supported by a number of hardware implementations from Intel, Via,
NVidia and ATI.

Which future ones are you talking about?
I don't know *any* one that doesn't support fragment shader
functionality.

Designing a completely new API for dying hardware seems like a dead
wrong approach to me.
