I've seen this case plenty of times.  Here's what typically causes it:

1) Load a webpage that either has lots of text to render or uses
javascript to continually re-render text.

2) Watch X and firefox burn up your CPU rendering fonts.

The only solution I ever found was to build firefox against GTK1 to
force it not to use Xft2 and Fontconfig...

No idea on the Xine issue.
