VNC patch for Xserver 1.3

Looking at it in more depth: am I mistaken or does:

http://xf4vnc.cvs.sourceforge.net/xf4vnc/modular/src/xserver/

contain a full copy of the Xserver code? Would this not suggest that it
is not compiling "against" 1.3 at all? That it is, in fact, just
compiling against it's own copy, taken at <point in time>?

Or am I missing something?
