Taking over dead "Upstream"

Hello,
I am working (improving) on some tools from, /contrib and like
to know how to take over upstream since some of those tools are
rather old and from the 90'.
Also I have patched xbmbrowser and xedit to solv some problems.
Please note, that I am maintainer of "xbmbrowser" and "xmem" in
the Debian GNU/Linux distribution.
Currently I try to get "xedit" running with private "Edit Modes".
Also does "xman" not support localized manpages and schow only
the default english ones.
