naming colours ?

hi list,
i was trying to add colour names to my X11 installation (Opensuse 10.3, Xorg 7.2).
I notices that rgb.txt is ignored. So i started to use Xcms.txt and discovered some
bugs while trying to have the colours named.

What is the suggested way to add a colour like "light penguin" ?
Is Xcms.txt still the preferred choice ?

i am willing to spend more time on this issue and send patches
but i was unable to find the maintainer.

who feels responsible for that the libs or xcms ?
