The libs are BSD-licensed, and are present on most free Unix-likes and
have no legal encumbrances for distribution with others.

Firefox 3.1 will include Theora - perhaps for FF4/Gecko 2, something
could be worked out for the browser to use the OS/Xorg installation
where available.
