how can one build X without libxcb, or libxcb without python, or python without tcl/tk, or tcl/tk without X ?

It's a pain on *BSD where python is not part of the base system. To be
able to let users build X on a base system with no additional packages
installed, we provide pre-generated c-code for xcb. 

So only developers who want to touch the xml files need to install
python.
