[Clipart] Preview version of openclipart-0.04

Okay folks, here is the release candidate of the clipart package for
previewing:

    http://openclipart.org/downloads/openclipart-0.04-pre.tgz

Assuming nobody spots anything wrong, this will pretty much be our
release (plus whatever valid art gets uploaded by tomorrow).

There are 610 SVG files in this release, to compare with 19 in the
previous release.
