[Clipart] Fixed flags

Hi,
Attached is fixed versions of the flags that failed the validate test in
the previous submission.

A few points however. It seems svg_validate have problems with non-ansi
characters. The baden-wurttemberg flag probably didn't validate cause
the title had the german spelled name in the title. svg_validate do also
complain about it being in the filename when run, but seems to validate
it well enough.

For some of the flags (dominican republic, guinea) the problem with
validation was actually caused by svg_annotate having put the metadata
inside the SVG rendering XML. So those where caused by a svg_annotate
bug.

I am not 100% sure I have the latest release, so I also want to remind
Bryce of the bug in relation to using --keywords (ie. it not working)
