[Clipart] openclipart packages and the idx file

Would you like this to be part of the Library, or is it your own
independent project? We have several tools that others have developed,
and several people have expressed an interest in developing an
organizer, so maybe it is good to detail your ideas on the wiki and post
when ready so that you and others could work together rather than work
on several disparate solutions (which is fine too).

Maybe you could work with Jonadab on creating this? We are all pretty
swamped in our own tasks, so maybe since you know what you want out of
an xml tool, you could do this? I agree that it would be good to make
something a little more general for this.
