Well my plan from the start was that as soon as the openclipart gallery
where as good/better than the sodipodi one I would put up a note on the
sodipodi website saying the collection moved here and also mail everyone
who contributed flags saying this was the new place to contribute new
flags too.

I would greatly prefer it if all flags where browseable on the
openclipart site before doing this, so if someone did the work of
getting the collection onsite before the next release I would be happy
to do that legwork before the next release.

Since we now have all international flags, the next call would be for
more local and historical flags.
