[Clipart] Updated flags collection

Ok, lets shoot to get this done for this months release by the end of the 
month, and add in the call for more flags in the PR for the upcoming 
release. It looks as if the flags are visible, but we still need to add the 
black border around the flags as is visible in the sodi collection.
