If you read further (section 20.4) you'll see that this is possible:
each glyph can contain arbitrary SVG, separate from the (optional)
outline path data.

FontForge seems to have some support for this sort of thing (both for
SVG fonts and Type 3 fonts), but it's not included in default builds:
