[Clipart] CC Zero + OCAL?

No, we're practically interpreting the PD dedication to mean the same as 
CC0, but those "moral rights" that CC0 was created to address were never 
explicitly surrendered under the PD dedication.  They were just assumed 
to be surrendered and no one ever challenged it.

If you went into a court of law and tried to make the argument that the 
surrender of the additional rights in CC0 was implied by the PD 
dedication and thus you had the right to convert all the works from PD 
to CC0 without seeking permission from their submitters first, you could 
get into a lot of trouble.
