[Clipart] Open Clip Art Library Release 0.19 Announcement and OCAL10K Goal Exceeeded

Congrats to all! This feels so damn good to get this release stuff
back on track :) Thanks so much to everyone and Jochen for pushing on
the package! That is awesome...

Oh, and onto this next month of releases towards 12K and some images
about spring :) Heya, goals are good!!! I'm hopeful to get our new
site up and help spread out authority and leadership too in the next
month so I'm not so much a bottleneck. If there is something that you
want to help with or lead, now's the time to step it up!
