[Clipart] updated roadmap

I changed the Releases to be called Release. So now our one I'm just
going to do a dust up and release package today/tomorrow is Release
21.

We are active in #openclipart on irc.freenode.net

Bassel and Michi are working hard, but we need your help to look over
the roadmap, and join the chat to build some momentum!
