[Clipart] Another SuperAdmin job - Upgrading the wiki

Can someone please upgrade the OCAL wiki from 1.6.8 to the latest
stable version? I think it's up to 1.15 now. This should give us
better spam protection as well as giving us some useful tools to work
with.

Only Super Admins can do this.
