A few quick comments.

In my programming/computer/data gathering experience, the more
"freedom" you give the user, the less focused, precise your data will
be. Typos, alternative spellings, different languages, alternative
names... When you want to list all user in the USA, how are you going
to search for that? (unless that is not a concern, in which case
anything goes and this is not an important issue)

United States
United States of America
USA
Estados Unidos de America
Estados Unidos de América
US
America
United Stats
etc. etc. would all be possibilities (with one misspelling in there,
btw, before someone suggests a union of statisticians or something).
