[Clipart] CC0 and Public Domain?

Hi guys.
Got more cliparts to hide due to licence incompatibility. These are
under CC-NC-BY-SA 3.0 <http://creativecommons.org/licenses/by-nc-sa/3.0/>

I have one question.
Is CC0 compatible with Public Domain? I mean, can they licence it under
CC0, then upload to OCAL, which then "Our version" becomes PB and the
rest is covered by CC0 , or does it have to be only PD? The problem is
that : PD isn't valid in many places outside of the USA.
