[Clipart] I'm testing the comment controls

Have it automated, a librarian (or even a registered user?) can push a
button RE spammer, that will send an email to the sysgods tasks to do, and
then the sysgod can check it out and take appropriate action.

The more eyes watching out for spam accounts the better.

Only a human should delete the spam accounts. It's too easy to make a
mistake if there's an automated account delete.

Or maybe we have a system of checks and balances? a spam account gets
reported by a librarian, a sysgod can veto, or go to a page where it
displays all accounts marked as spammers? Need one librarian vote, two
sysgod votes, to mark an account for deletion. Then a full delete function
(much like the manage clipart actions bar) applies to all accounts that are
so marked?

This functionality should only be used on spam accounts, not accounts that
haven't uploaded anything. Leave those one alone as some people register but
don't upload.

All this is branched off "Better to just find spammy accounts and just ask
to remove by sysgod is probably the easiest." <<<Make this process
automated. "Find spam account and notify sysgod". Sysgod can take the needed
action.
