[Clipart] I'm testing the comment controls

What reason would anon users have to flag something? They cannot see
comments, yes? I think the flagging system is needed for registered users
only. Since we don't censor offensive clipart, there's no other reason I can
think of.

Reasons would be, spam, nsfw, personal attacks(?), swear words(?).
Personally I think people need to get a thicker skin, I'm just thinking from
a stereotypical anglo saxon white middle-class sensitive mother's POV.  We
want to be as least-offensive as possible to as many people groups as
possible. If someone reports an nsfw clipart to me, I would want them to
explain their reasons to me, instead of just a anonymous reporting with no
reason. My time is precious; as a librarian I don't want time wasters.

If we give tools for complaints, they will get used, so we better make sure
it's stuff that we want the librarians to work on.
