[Clipart] auto tweet to twitter OCAL account

Who controls twitter OCAL account and where is the script that tweet
latest clipart. I found yfrog.com site and they support for media in
tweets and they have API for upload so we can use them to upload latest
clipart to them and tweet link to that so clipart will be visible
within the tweets (like on facebook).
