[SCIM] a commit to scim-lib HEAD CVS

Hi James_su,

I just committed a patch to
modules/FrontEnd/scim_x11_frontend.cpp:
I found that even if the position of current cursor
does not change, scim always send out the
SCIM_TRANS_CMD_PANEL_UPDATE_SPOT_LOCATION event. This
patch try to overcome this issue (I think this will
speedup SCIM in some extend)
