[Uim] Possible a bug? cand_activate_cb won't be called before cand_select_cb.

Hi,
  I'm using uim 0.3.8. I found that sometimes, the behaviour of 
candidate callbacks will get very strange, cand_activate_cb won't be 
called anymore before calling cand_select_cb. Is it's a bug or a feature?
