[Uim] Possible a bug? cand_activate_cb won't be called before cand_select_cb.

It's a feature.

In uim, candidate selection and activation/deactivation are
orthogonal operation. This is intended to select a candidate in
hidden candidate window and activate to show later.

We will describe the feature to the developer doc. Thanks for
reporting.
