[Uim] uim-commit and uim-bugs are not working

uim-bugs has been recovered (thanks Hiroyuki), but uim-commit
needs some more fixes. I'm negotiating with fdo's administrator
to resurrect the post-commit hook which sends the mail. Please
wait for.
