[utf-8] joe-3.0 supports UTF-8

Actually, Joe still belongs on the BadSoftware list. Just just tried the
latest version and it totally breaks with any non-BMP characters. I'm
re-adding it to the BMP-only bad software page for now, although it is
my opinion that these should not be separate.
