contributing new font package for xorg (fwd)

I'm not trying to be a pain, but Qianqian has done a lot of work and I
think he deserves a clear reason for why the font was rejected for
inclusion if it is rejected.  We should also provide a clear statement
on what needs to be fixed in order to gain acceptance.

While the GPL licensing may end up being the ultimate reason for
refusal I don't think our initial responses provided crystal clear
reasoning for rejection and a correction path to achieve acceptance.
