The code will be part of xorg 6.9 or 7.0 or whatever the next release
is.  If you want to try it now you can grab one of the nightly cvs
binary snaphots:
http://dri.freedesktop.org/snapshots/
grab the r200 one for your card.  FWIW, you'll also get the latest and
greatest 3D code.
All of the xorg X servers run in userspace.  the kernel has some
framebuffer drivers, but they are mostly for console purposes, and
except for some rare cases, it has nothing to do X.  The radeon analog
capture code runs in userspace as well and is accessable via Xv rather
than v4l.
