Announce: xkeyboard-config 1.1

The very first time-based release of xkeyboard-config is out. From now
on, the releases are going to happen every 4 months (see
http://www.freedesktop.org/wiki/Software/XKeyboardConfig/ReleaseSchedule).
What is also essential - the interaction with Translation Project is
refreshed.

There are some bug fixes (27), new layouts/models as usual.

The files are available from the freedesktop site:

http://xlibs.freedesktop.org/xkbdesc/xkeyboard-config-1.1.tar.bz2
http://xlibs.freedesktop.org/xkbdesc/xkeyboard-config-1.1.tar.gz

In CVS, the tag is v_1_1.
