[Clipart] upload_svg.cgi and shell.php

Found and fixed.  The URI that I was using to get shell.php had a
query string element that was causing it to link in base.css instead
of default.css.  (I think at some point in the past that was
necessary, but I no longer recall the details.)  I removed that query
string element and it's all better now.
