Actually that's a very good question.

Right off hand I think of the complement to that... why does an
artist need to store all his things in separate boxes?

From early on I've been a proponent of trying to get programs to
follow general art usage and term, instead of having artists change
their work habits to meet specific implementations of programs.

What I keep hearing from artists is that they want a "swatch book"
format, not just a "flat color" thing. So that's exactly why I raised
the question of what is the goal. Do we need to spec a swatch format,
or only a color format?

One thing I would be very happy with is specifying a color format
that will fit inside of a new swatch format. So those who care only
about flat colors will be happy, but then those programs that want to
share a bit more can do that too.

I think perhaps listing out a few scenarios about how end users may
actually interact with things would be good. If we get some of those
going, it is likely to lead us to a better grasp on how things should
or should not be implemented behind the scenes.
