[immodule-qt] introducing QT_IM_SWITCHER environment variable

Hi Hirosi, please let me know about Mandrake.

Is there a GUI to configure GTK_IM_MODULE on Mandrake?

We should rely on it and withdraw the 'default input method'
configuration based on qtrc and qtconfig if such GUI is already
available on major Linux distributions.
