Normally you would make sure the X server is started on tty1.

Sounds like potentially the getty is getting started before plymouth
is quit, so when plymouth restores tty settings on exit, it's
overwriting the getty settings.
(well we also lock the tty settings, so the getty won't be able to set
its settings in the first place).

Make sure plymouth is quit before you let the getty use the tty.
