[SCIM] help: scim 0.9.3 on whitebox linux

Hi,
Sorry, scim 0.9.3 has a bug to prevent it from supporting
en_US.UTF-8. I'll release a new version recently to fix this bug. Then
scim can run under en_US.UTF-8 locale without setting LC_CTYPE to zh_CN.

Regards
James Su
